That would require an entire import script integration to make software import information from a Excel file to the database. You should consider about finding a developer that would help you with that.

I think you may be able to create an excel sheet to create a list of users and have it as a CSV and modify it to fit with one of the import plugins but with regards to the password, because it is encrypted the import scripts (from memory in the early days) used the user's email as the password.
