but there is error msg @ admin> user registrations question page
also replaced the old config.php file
each time I cleared browser catch..
yet not updated following plugins...

Tried to open your Join page - all is ok.
It seems that you have some problems with folders permissions.
Try to set recursively 777 permissions for the next folders:
- ow_static
- ow_userfiles
- ow_pluginsfiles
