Is there any way to achieve something like this(forum widget something like blue bg-cap, newsfeed red bg-cap ...) without hacking the core/plugins to add new CSS classes(as modifications will be gone after updates)?

You could probably do it by editing the theme css, and changing the background-color for those divs.
