It depends on the "role" assigned to the user i think. some 'role' might not have the permission to comment on Newsfeed.

Admin panel>>Privacy& Permissions>>Roles   - here you can check which permissions your roles have.

I  have allowed comments for all users but cannot appear in the Newsfeed.
